The Communities of Germany

Today, a uniform Jewish community does not exist: it is fragmented, is amorphous and united by social purposes, only.  About two thirds of the Jews are a part of the Jewish religious communities, which are supported of the State.  The rest are being ignored.

On one hand, communities are autonomous and self-governing; on another, having the status of public law corporations, in a life-maintaining degree, are supported by the German taxpayer.  Referring to the communal autonomy declared in the Charters, CCJG and the Land Unions refuse the control over the life of communities.  Formally, the State provides funds under a condition of a robust religiously-oriented life in a community.  However, such status of communities and their absence of control attracts many absolutely nonreligious people to the positions of leadership, whose only goal is the satisfaction of their egoistic interests.

As a result, in many communities, an authoritarian mode of a leadership has been established, disrespect for people, the non-observance of democratic principles, charters, state and religious laws have been displayed. Rank-and-file members of many communities are humiliated, defenceless from despotism, deprived of civil rights, and cannot find an effective help neither in CCGC, the Land Unions, rabbis, nor in the Jewish courts.

For this reason, the image of many Jewish communities is unattractive; people are keeping distance from them, leaving for various independent, cultural, as well as scientific and technical associations.
